This falls into the realm of the perpetual motion machine. Simple laws of physics apply, the conservation of energy states that the total amount of energy in any isolated system remains constant and cannot be recreated but only change forms. Electrolysis is not the most efficient way of producing hydrogen, anyways, and it will take way more electrical energy to produce the hydrogen then the hydrogen can turn into power by being burn in an internal combustion engine. Sort of like attempting to drive a Class 8 tractor around while trying power a refinery on its back to keep it fueled.
This comes not from oil giants trying to suppress the "little guy", but straight from 2 years of chemistry and physics.
